her four-point plan for
education reform in Wyoming
today in Cheyenne.
In the third release, Hill
points out the importance of
Instructional Leadership
coming from school
administration. Hill said
she uses the term,
"instructional leadership in
two ways - to describe
necessary leadership and
focus in each building as it
shapes the culture of the
school as well as the
commitment of each person
connected to the learning
environment.

but added a culture of
testing interferes with
school instruction.

Instruction candidate Cindy
Hill today announced that
she has scheduled the first
of many gatherings that her
campaign will be scheduling
around Wyoming to meet with
those on the front lines of
education, including
teachers, parents, school
boards and administrators,
and students, on the shape
that assessments should take
in the future in Wyoming.
“The people of Wyoming want
accountability, but they
want a measure that they can
trust. Teachers are asking
for assessments that are
timely and useful, and ones
that can be used to
positively impact
instruction,” Mrs. Hill
stated. It is obvious,
Mrs. Hill added, “that the
public has lost trust in
PAWS, and so it is time to
move into an era that gets
beyond PAWS to re-building
trust in assessments.”

Superintendent, Jim McBride,
has elected to abandon the
online administration of
PAWS, converting PAWS into a
paper and pencil test, and
(2) opinions that Wyoming
should drop PAWS altogether:

Yesterday, April 21, 2010,
the Cowboy State Free Press
ran an article entitled
“Crowded Republican
Superintendent of Public
Instruction race could get
interesting.” The Cowboy
State Free Press described
Jim McBride’s statements as
containing “venom.” Jim
McBride was quoted as
follows:
“McBride challenged Cynthia
Hill’s qualifications by
saying the junior high she
has been an assistant
principal at, Carey Junior
High in Cheyenne, has not
achieved Adequate Yearly
Progress in the past five
years.”
In response to Mr. McBride’s
comment, Cindy Hill
responded as follows: “You
need to get your facts
straight, Jim. That is a
lie.”
